Employer Sub-Group, Labour Market Council
Terms of Reference
The objective of the Employer Subgroup is to advise the Labour Market Council (LMC) and the Minister for Employment Affairs and Social Protection on all matters concerning the delivery, engagement and awareness of employer supports in relation to the implementation of the Pathways to Work (PTW), the Department’s Employer Engagement Strategy and other relevant labour market policies aimed at supporting unemployed individuals and other priority groups to access employment and meeting the requirements of employers and the business community.
Governance
The membership and terms of reference for the Employer Subgroup will be determined by the LMC.
The Subgroup is a sub-committee of the LMC and its members will be drawn from the membership of the LMC to include members with business/industry experience, knowledge of jobseeker activation measures, and/or experience of labour market policy. As of November 2015, the membership consists of a Chairperson and four further members. All members are representatives on the Labour Market Council.
The Subgroup will report to the Labour Market Council on a periodic basis as required.
The Subgroup will be supported in its work by the Department of Employment Affairs and Social Protection (DEASP) and other relevant departments and agencies responsible for PTW.
The Subgroup will be tasked with:
- Providing advice and guidance on the creation and the delivery of measures to support the strategic objectives of the Department’s Employer Engagement Strategy and Pathways to Work;
- Advising on the creation of employment opportunities and initiatives based on industry and business sectoral knowledge.
- Supporting and contributing to the continued roll-out and support of activities in relation to the Employment and Youth Activation Charter
- Initiating and contributing to the development of new employer programmes to meet the needs of industry
- Providing support to the Department in promoting employer related activities in line with the Employer Communications Strategy
- Advising on the Employer Engagement delivery models from an industry perspective.
- Providing advice on the evaluation of employer engagement activities
- Supporting the DEASP in the development of links with the business community to deliver on the measures outlined in Pathways to Work, in particular those to incentivise employers to recruit employees from the Live Register
