Carlow County Council

Yes.

PPS numbers are used in the payroll system to ensure that tax free allowances are being allocated to the correct employee and in the housing loans system when dealing with tax relief at source. They are also requested on the following application forms:- driving licenses, housing applications � entered on �Home System', training -e.g. safe pass cards and higher education grant applications.

H.S.E. Medical Card Applications.

Revenue Tax credits and standard rate cut off points need to be established for each employee and to inform Revenue of the commencement of new staff and of staff leaving. Also for the purpose of ensuring that tax relief at source is applied for the holders of housing loans.

DSFA Supplying information re PRSI contributions in relation to staff members on request and to providing information re periods when school wardens are unpaid during school closures to facilitate job seekers benefit claims.

In the future, it is the intention to use the PPS number as a means of identification of clients wishing to access services online.

Cavan County Council

PPS Numbers appear on each employee's Tax Credit Certificate. The Council requests PPS Numbers on applications for House Loans, Disabled Persons Grants, Essential Repair Grants and Higher Education Grants, driver's licenses and learner permits

The Council does not exchange the PPS Number with outside bodies

Clare County Council

(i) Does Clare County Council use the PPS Number at present?

Yes

(ii) If so ,for what purpose(s)?

Our Human Resources Dept use the PPS no:

  • To ensure applicants for employment have work permits in the Republic of Ireland.
  • To ensure Clare County Council is able to set up new staff members on the payroll system.
  • When sending information to the Revenue Commissioners.
  • When requesting information from other local authorities/public bodies on a new staff member's pervious employment in regards of incremental credit and reckonable service.

Our Housing Section use the PPS no. for the purpose of identifying rent and loan customers

Water Services Section require the PPS no. for water well grants for individual houses.

Finance Section use PPS no. for payroll purposes, tax/PRSI deductions and liaising with the Revenue Commissioners. The use of PPS numbers are also now for checking ownership of property in accordance with the Local Government Charges Act, 2009, which is being implemented by the NPPR Unit.

Motor Tax
Applicants for driving licenses give details of their PPS numbers. This information goes on the national NVDF database when the application is being processed.

  • Revenue Commissioners

  • The reason for the exchange is to assist in the identification of the person and relevant properties owned by them.

Motor Tax - In the event of a fraudulent licence being presented, or an application based on fraudulent documentation, the matter is referred to the Garda�, in which case they would see the PPS number as part of the overall fraudulent application.

Cork City Council

(i) Does Cork City Council use the PPS Number at present?

Yes the PPS number is used.

(ii) For what purpose(s)?

It is used in 2 areas -

  1. Housing
  2. Higher Education Grants.

PPS number in Housing is requested for housing loans, shared ownership, annuity and affordable housing loans for TRS purposes. Information is forwarded to the Tax Office for TRS reasons.

PPS number in Higher Education Grants forms part of the application but not forwarded to any other body at this moment.

Rent Department will be introducing PPS number when requesting annual details of income.

Cork County Council

(ii) For what purpose(s)?

  • Application for Domestic Water Grants
  • Personnel Department - On commencement, employees are set up on payroll by inputting personal information on HR system, including PPS Number. The PPS Number is required for PAYE, PRSI, etc. In dealing with the Department of Social Protection, PPS Number is used to confirm identity.
  • Finance Department - The PPS Number is used for Income Tax and PRSI returns. It is also used in drawing down TRS for housing loans from the Revenue Commissioners.
  • Housing Department - Housing uses PPS Numbers at present for Housing Applications and Grant Applications.
  • Environment Department � PPSN is held for the issue of tax credit certificates for payment of refuse collection charges.

Yes

  • Application for Domestic Water Grants

Applicants complete the grant application form and then notification, i.e. the applicant and the applicant partner/spouse's name, address and PPS Numbers are sent to the Secretary, Department of the Environment and Local Government, Sanitary Section, Ballina, Co. Mayo.

This notification is sent to the DOELG in order to confirm eligibility criteria for grant as stated in the Explanatory Memorandum - i.e. that the applicant has not received a grant in the past 7 years. Once confirmation of same is received from the Department, the grant application is processed further.

The PPS Number is also used when it comes to recoupment. A list of all qualifying grant applicants who have been paid the grant is sent to the DOELG in order to claim back all monies paid in respect of grants.

  • Personnel Department

    The PPS Number is exchanged with the Revenue Commissioners, Department of Social Protection only, in relation to PAYE and PRSI. Cork County Council has been requested by F�S to include PPS Numbers when seeking course approvals/ grants, but the County Council has not yet done so.
  • Finance Department

    The PPS Number is exchanged with the Revenue Commissioners (Income Tax, TRS draw down) and the Department of Social Protection (Social Welfare)
  • Housing Department

    Housing does not exchange PPS Numbers with any external body.

(iv) What future plans has your County Council for the use of the PPS Number?

  • Personnel Department

    Cork County Council considered using the PPS Number as a unique employee no. on HR and payroll system, but this was not implemented.
  • Housing Department

    Housing does it see itself expanding the areas of usage.
  • Environment Department

    Cork County Council Environmental Services intend to request submission of PPS Numbers from domestic customers availing of its Waste Collection Service in order to allow such customers to avail of income tax credits as part of their payment of the service provided.

Donegal County Council

Donegal County Council use PPS Numbers in relation to its Payroll system.

The PPS Number is a unique identifier for each employee set up on the Council�s Payroll system.

The PPS Number is used to identify Tax Credit Certificates from the Revenue Commissioners for PAYE/PRSI purposes for our Employees.

The PPS Number is also used when completing forms such as P45�s P60�s P35, Income Levy Certificates and Pension Levy Certificates.

The Accounts Payable section occasionally also use PPS Numbers when setting up new Suppliers. As the Council�s Masterfile contains over 30,000 individual Suppliers, the A.P. section endeavour to obtain as much information as possible on all its Suppliers e.g. if the Supplier does not have a VAT number then our A.P. section would request a PPS number for our records.

  • Human Resources

The PPS Number is used on the Superannuation Register.

  • Housing

The PPS Number is used in conjunction with housing loan applications;

Housing needs assessments, Shared Ownership Schemes, processing of Disabled Persons and Essential Repair Grants.

  • Corporate Services

The PPS Number is used in conjunction with Higher Education Grants.

  • Sanitary Services

The PPS Number is used for Well Grant applications.

The Council has no future plans for the use of the PPS Numbers at present other than the uses listed above.

Dublin City Council

The PPS Number is forwarded to the following bodies:-

  • The Revenue Commissioners - in compliance with tax regulations (P35's, P45's etc, grant applications, tax relief at source etc)
  • The Department of the Environment, Heritage and Local Government (PPS Number's are supplied here in respect of grants in order to recoup money.
  • The Department of Social and Family Affairs: Staff Sick pay applications to DSFA will contain PPS Number's.

(iv) What future plans has your City Council for the use of the PPS Number?

It is proposed to use PPS Numbers on other Housing service application forms. Furthermore, Galway City Council is seeking to extend the use of the PPSN, subject to National Legislation, to provide a consistent, efficient and accurate means of primary identification for persons availing of Local Authority services. If approved, persons will provide their PPSN and their consent to use their PPSN in a central repository for use in all Galway City Council systems. The proposal will be in the context of the e-Government Agenda.

Galway County Council

Yes.

(ii) For what purpose(s)?

Galway County Council is working towards a policy that will, over time, see the PPS Number used as the unique identifier in respect of most of their interactions with their customers. At present the PPS number is collected in respect of applications being made to the Local Authority for various services such as housing loans and grants, higher education grants, applications for housing and housing loans, driving licence applications etc. The PPS number is also used in relation to the payment of all wages and salaries in the organisation.

(iii) Does your County Council exchange the PPS Number with any external body? If so please name the relevant bodies and state the purpose(s) of the exchange.

Galway County Council exchange PPS number information with various other state bodies on a case by case basis.

  • The PPS number of Housing applicants is exchanged with the Department of the Environment and Local Government and neighbouring Local Authorities during the national assessment of housing need to ensure duplication is minimised. The housing need assessment is carried out every 3 years.
  • The PPS number of Housing applicants and tenants is exchanged with the Money Advice and Budgeting Service (MABS) upon receipt of authorisation from the persons in question.
  • In some cases the PPS number of Housing applicants and tenants may be exchanged with the Health Services Executive for the purpose of client identification and to ensure benefit or grant fraud is minimised.
  • The PPS number of Housing loan recipients is exchanged with the Revenue Commissioners for Tax Relief at Source purposes.
  • In the case of employees the PPS number is exchanged with the Revenue Commissioners for income tax purposes.
  • PPS numbers of traders is forwarded to the Revenue Commissioners in relation to Casual Trading licences.

(iv) What future plans has your City Council for the use of the PPS Number?

It is the Council's intention to use the PPS number on a wider basis in relation to all applications being made to the Local Authority for services. Such requests in the future would include connections to water and sewerage facilities, applications for local improvement schemes, etc.

Kerry County Council

(i) Does Kerry County Council use the PPS Number at present?

Yes.

(ii) For what purpose(s)?

Kerry County Council has adopted a policy that the PPS Number will be used as the unique identifier in respect of most of their interaction with their customers. At present the PPS Number is used in respect of applications being made to the Local Authority for various services such as housing loans and grants, higher education grants, applications for housing, applications for waiver of service charges, driving licence applications etc. It is of course also used in relation to the payment of all wages and salaries in the organisation.

At this time the only organisation with which data is exchanged, which would include the PPS Number is the Revenue Commissioners (P35 etc.).

Meath County Council

  • Finance: When loans from Mayo County Council are being set up, the PPS Number is entered on loans in Agresso. This is necessary to allow TRS (Tax Relief at Source) on loans which are eligible for tax relief.
  • Finance: Required in the administration of Non Principal Private Residence (NPPR) System.
  • Finance: In the Payroll/HR/Superannuation System
  • Sanitary Services: The PPS Number is used in connection with individual well grant applications.
  • Housing: It is used as a unique identifier for all housing applicants and tenants.
  • Online Services: Used as optional field in the registration for online services on the www.mymayo.ie self service website.
  • Corporate Affairs: Higher Grant Application required as a unique identifier.

Yes. The information is exchanged with Revenue Commissioners for the purpose of claims and returns to them. It is included in Housing Needs Assessment return to the Department of Environment, Heritage and Local Government.

  • Sanitary: Mayo County Council would like to be able to check the accuracy of PPS numbers received with the Department i.e. for individual well grant applications which can help prevent the Council loosing money due to incorrect PPS numbers.
  • Mayo County Council: Develop its use as a unique identifier on all future systems. The ability to validate PPS Numbers with the Revenue Commissioners.

Mayo County Council will first consult with the Client Identity Services of the Department of Social Protection before using the PPS Number as a unique identifier in developing any future systems.

The SERVE Project required homeowners who applied for grants to submit their PPS Number on their applications.

We will continue to use the PSS Numbers for the purposes set out herein.

Offaly County Council

  1. The payroll system to ensure that tax credits are attributed to the correct employee, for annual P35 return and any dealings with Revenue Commissioners in relation to payroll.
  2. It is used in the housing loans system for dealing with Tax Relief at Source on mortgage interest.
  3. It is requested on Driver Licence and Learner Permit Application
  4. It is requested on application forms for Housing Aid for the Elderly Grant, Mobility Aid Grant, Essential Repairs Grant, Disabled Person Grant, and Housing Grants for persons with a disability.
  5. It is requested on the Higher Education Grant Application form.

Waterford City Council

Yes.

The PPSN is required in the following cases:-

  • Application for Housing
  • Loan Applications
  • Shared Ownership Applications
  • Disabled Persons Grants Applications
  • Improvement works in lieu applications
  • Annual Rent Returns
  • Refunds of Tax Relief at source.

The PPSN is used as a key reference field on a number of databases for enquiries, checking for duplication, cross referencing and checking individual cases with the Department of Social and Family Affairs and the Health Service Executive in the housing area. The relevant data is also used in exchanges with the Revenue Commissioners for the purpose of the City Council being reimbursed for monies it has paid over to the mortgage customers.

The City Council also used the PPSN on P60's submitted in relation to loan and rent assessment and Social Welfare documentation for assessing waivers (refuse charges etc.).

The City Council does not exchange the PPSN with any external body but it is necessary, when dealing particularly with Government Departments, to quote the number to ensure accurate reference.

Waterford County Council

The PPS Number is forwarded to the following bodies:-

  • The Revenue Commissioners - in compliance with tax regulations (P35's, P45's etc, grant applications, tax relief at source etc)
  • The Department of the Environment, Heritage and Local Government - PPS Number's are supplied here in respect of grants in order to recoup money.
  • Department of Transport - Driving licence applications are posted to the NVDF (National Vehicle Driver File) maintained by the Driver and Vehicle Computer Services Division.
  • The Department of Social and Family Affairs: Staff Sick pay applications to DSFA will contain PPS Number's.
  • FAS in respect of Community Employment Scheme personnel

(iv) What future plans has your County Council for the use of the PPS Number?

In line with national developments, e.g. REACH, this authority will continue to record PPS Number's where possible and maintain databases for future references. Subject to National Legislation, PPS Number could be used in future in conjunction with the Register of Electors.
