City of Cork Vocational Education Committee

i) Does your VEC use the PPS Number at present?

Yes.

(ii) For what purpose(s)?

(a)Payroll: The data is recorded on each individual. The Number would only be used when querying the Department of Social Protection or Revenue Commissioners. It is not transmitted to any other party.

(b)Student Data: All students' numbers are recorded. The Department of Education and Skills and the Further Education and Training Awards Council (FETAC) use the PPS No. as the identifier. Such data would be shared with the Department of Education and Skills and FETAC.

(c) VEC Scholarship Scheme. This is the equivalent of the Local Authority Higher Education Grant Scheme. Students' numbers would be recorded but would only be used to query status with the Department of Social Protection or the Revenue Commissioners. From September 2012, all new Grant Applications will be processed by a new central authority, so this use will taper off over the next few years.

(d) On occasion, for the purpose of collating statistical information PPS Nos have been exchanged with the Central Statistics Office

(e) Allowances: VTOS, Youthreach, BTEI and formerly Travellers' allowances are based on their Social Welfare entitlements; the Number would be recorded and used when querying the Department of Social Protection.

North Tipperary Vocational Education Committee

(i) Does your VEC use the PPS Number at present?

  1. The VEC uses the PPS Number as the main identifier on the following payrolls:
    1. Post Primary teachers including casual and non casual teachers.
    2. Managers, Development Officers, Organisers, Teachers, Tutors, Resource Workers in the Further Education Sector.
    3. Special needs assistants, clerical officers, caretakers in both the Post Primary and Further Education Sectors.
  2. The PPS Number is currently used as a reference number in the VEC in our payroll package and our Human Resources System
  3. The Department of Education and Skills uses the PPS Number as the unique identifier for post-primary students on its Post-Primary Pupil Database (PPPDB)
  4. The VEC also uses the PPS number in our Student Maintenance Grants system.

(ii) For what purpose(s)?

  1. In the case of 1 above, the PPS Number is used for the normal payroll functions
  2. In the case of 2 above, the PPS Number is used as a reference number in our payroll and Human Resources systems. The PPS number is also used as an identifier when recruiting new staff
  3. When liaising with the Department of Education and Skills and other VECs when trying to establish an employee's previous service.
  4. In the case of 3 and 4 above, the PPS Number is used as a supplementary method of identifying some students, where identical names and addresses may exist

(iii) Does your VEC exchange the PPS Number with any external body? If so please name the relevant bodies and state the purpose(s) of the exchange

  1. In terms of the Payroll and Human Resources applications, the PPS Number is used for the following exchange of data:
    1. Tax data with the Revenue Commissioners
    2. PRSI data with the Department of Social Protection
    3. Redundancy rebate from the Department of Social Protection
    4. With the Department of Education and Skills and other VECs when trying to establish an employee's service history.
  2. In terms of pupil data, the exchange of data is with the Department of Education and Skills for their databases. Post-Primary schools submit certain personal details and educational history of their current pupils to the Department via the VEC as part of a census process called the 'October Returns'. For students in examination years, their data is passed to the State Examinations Committee by the Department Of Education and Skills to facilitate organisation of the State Examinations.
  3. In terms of the Student Maintenance Grants system, the PPS numbers may be quoted when liaising with the Department of Social Protection, Health Services Executive and the Revenue Commissioners when trying to establish a grant applicant�s status and entitlements.

(iv) What future plans has your VEC for the use of the PPS Number?

North Tipperary VEC will follow any guidelines issued by the Department of Education and Skills in relation to the use of the PPS number.

South Tipperary Vocational Education Committee

PPS Nos are used in payroll section, finance section and scholarship section for the purpose of identification.

PPS Nos. are also used in a variety of every day endeavors both at School/College/Education Centre level and at Administrative level.

The following is a comprehensive list of occasions when the PPS No, for identification purposes only, of an individual is used:

  • Grants.
  • Vocational Training Opportunities Scheme.
  • Youthreach.
  • Creditation re FETAC for the purpose of the awarding of Certificates.
  • English Classes for Migrant/Non-national Workers.
  • Schools/Colleges/Education Centres re Departmental Examinations and Child Benefit.
  • Registration of Students in all aspects of Education facilitated by the Vocational Education Committee.
  • Salaries
  • Correspondence with Tax Office, Social Welfare Office, Health Service Executive, Central Statistics Office and other VECs

This information is exchanged with the Tax Office, Department of Social Protection, Health Service Executive, Central Statistics Office and other VECs, the Department of Education & Science � for identification purposes only, and in the case of the Department of Education & Science, Registration and Examination purposes also.

(iv) What future plans has your VEC for the use of the PPS No?

The VEC expect to continue, as above, and have no plans to change this procedure in the future.

City of Waterford Vocational Education Committee

In payroll all employees are obliged to submit a PPS No. before being set up for salary payment. The numbers are quoted on all correspondence between VEC and Revenue Commissioners offices and Department of Social Protection offices. Numbers are also quoted in letters transferring salary data to "next" employers of staff � e.g. Department of Education and Science, other VECs.

In Superannuation Section all employees PPS numbers are included in the Registers of Pensionable Officers and Employees and these numbers are quoted in correspondence with other Public Bodies, VECs, Government Departments, etc. in connection with pension awards and transfers of service.

All trainees on programmes such as Youthreach, VTOS, Back to Education, Senior Travellers Training, etc. are required to supply PPS numbers. These numbers are used to identify students and their social welfare entitlements whilst in attendance on a particular course. The numbers are quoted on all correspondence between VEC and Department of Social Protection offices.

Education Grant Scheme applicants are obliged to supply PPS numbers. They also sign a declarations and authorisations form (back of grant application form) authorising VEC to refer information declared in form to Revenue Commissioners and Department of Social Protection � PPS number would be quoted in such cases. It is also used in connection with grant appeals referred to Department of Education and Science.

Teacher Database held in V.E.C. head office contains teachers PPS numbers in addition to other relevant data. This database is for internal VEC head office use only.

FETAC Accreditation: PPS numbers are required for all pupils on FETAC accredited courses. Such data is held in VEC Further Education Office on their Sales Pulse Data Management System and in paper records of FETAC students. Also held in electronic form in FETAC national database which can be accessed by Wexford VEC via Basco key.

The PPS No. is used by the Core Pay/HR package for recording of employee PAYE deductions and PRSI deductions and insurable weeks. At the end of each tax year a P35 return is furnished to the Collector General. This must include each employee's PPS No, and the amounts of PAYE and PRSI recorded under that number, and the number of insurable weeks credited in the tax year. This is to ensure that:

  1. The Collector General can determine if the correct amount of PAYE and PRSI has been deducted for each employee.
  2. The Department of Social and Family Affairs will have a record of each employees PRSI class and insurable weeks, which is necessary to determine entitlements to Social Welfare benefits and for pension purposes.

The PPS No. is printed on each employees payslip.

The PPS No. is printed on each employees P60.

The PPS No. is also used to differentiate between 2 or more employees, who may happen to have the same name.

REVENUE COMMISSIONERS

Before the beginning of each tax year the Revenue Commissioners supply the Institute with a list (on disk) of all employees tax credits and cut off points listed primarily by PPS number, and then name and address for the forthcoming tax year. Throughout the tax year if an employee's tax details change, they continue to supply the details under the employees PPS No.

When dealing with the Revenue Commissioners by letter, official document, or phone, the PPS No. is the primary identifier of an employee.

DEPARTMENT OF SOCIAL AND FAMILY AFFAIRS

When the Institute recieves a query from the DSFA, the employee's PPS No. is the primary identifier. The PPS No. is always quoted when corresponding with DSFA.

This is to ensure there is a unique record for each child and facilitates provision of additional education services to meet the needs of the children concerned.

2) The NCSE also uses the PPS No. for staff both in its Human Resources Unit when maintaining personnel records and in its Finance Unit when maintaining data on payroll, pension records and welfare claims.

The PPS No. is used to preserve an employee' s entitlement to social welfare benefits. The University informs our employees that in the absence of their PPS Numbers essential social insurance details, including contributions paid, may fail to be credited to their records in the Department of Social Protection, which will jeopardise their entitlements to future social welfare benefits.

The PPS Number is used in all communications with the Revenue Commissioners in regard to payments made to the University' s employees. In addition to this, all employees without a PPS Number are subject to 41% tax being deducted from any payment due to them.

PPS Nos are primarily used as an identifying feature of staff of the University, to the Revenue Commissioners via annual P35 returns, Cessation Certificates (i.e.P45s) and P60s and in correspondence with the Department of Social and Family Affairs.

Revenue issued Certificates of Tax Credits and SRCOP are also matched to the University's employees via the PPS No. The PPS No. is then displayed on University payslips together with the individual's tax credit and cut-off information.

It is understood that the use of the PPS No is strictly governed by legislation and as such it is treated in strictest confidence.
