Second Report: Review of Budget 2012 Proposals Regarding Disability Allowance and Domiciliary Care Allowance

Introduction

The Advisory Group on Tax and Social Welfare was established by the Minister for Employment Affairs and Social Protection in June 2011. The Group’s terms of reference are wide ranging and are set out in full in Appendix 1. Following Budget 2012, the Minister referred the following additional terms of reference to the Advisory Group:

  1. To examine and report on the policy objectives underpinning the Budget 2012 proposals regarding:
    i. Changes in the eligibility criteria and rates of payment for Disability Allowance (DA);
    ii. The increase in the age threshold for payment of Domiciliary Care Allowance (DCA);
  2. To assess the effectiveness of the Budget 2012 proposals in delivering on the policy objectives taking account, inter alia, the ease of implementation and the timing/phasing of implementation; and
  3. To consider alternative ways as to how the policy objectives might be achieved.
    This report (the Group’s second modular report to the Minister) sets out the findings of the Advisory Group on this issue and its recommendations.
