Review of the One-Parent Family Payment (OPF)

The Review examines the history of and rationale behind the scheme. The efficiency of the scheme’s operation and the effectiveness of the scheme in achieving its objectives are also examined. Major policy issues relating to the scheme are also discussed. The demographic and economic profile of lone parents in Ireland is presented. Social Welfare provision for lone parents in some other countries is outlined as are programmes/services operated by other Irish Government Departments which are available to lone parents. In examining the One-Parent Family Payment the Working Group sought submissions from organisations representing lone parents and also undertook research in the form of focus groups which were run and reported on by the ESRI
