The Minister for Social & Family Affairs has signed the Commencement Order to give effect from 13 th July 2009 to Part 4 of the Social Welfare (Miscellaneous Provisions) Act 2008 which extends the functions of the Citizens Information Board to include the provision of the Money Advice & Budgeting Service.  The commencement of the legislation means that from 13 th July 2009 responsibility for the provision of the MABS service will transfer from the Department to the Citizens Information Board.

The experience of the Citizens Information Board in providing strong management support to the voluntary & community sector in the provision of a quality local public service is well recognised. It can provide the MABS with the support of a strong national leadership to assist in providing a high quality, coordinated budgeting and advice service that represents value for money for the taxpayer’s investment.

The MABS will be a separate distinct service within the Citizens Information Board. There will be no change in the status of the independent MABS companies with voluntary boards of management nor in the employment status of their employees that provide the local services.

The Money Advice and Budgeting Service (MABS) provides assistance to people who are over-indebted and need help and advice in coping with debt problems. There are 52 local MABS companies delivering money advice nationwide and a national company MABS National Development Limited was established in 2004 to support and develop the Money Advice and Budgeting Service. The MABS National Telephone Helpline is available from 9am to 8pm Monday to Friday at 0761 07 2000 and budgeting and money management information can be accessed 24 hours a day at ''.
