Citizens who wish to report suspected incidences of welfare fraud can do so both online and to dedicated phone lines as follows:

All anonymous or confidential reports are examined and where relevant, are referred to scheme owners and/or to the Department’s Inspectors for follow-up action. A payment is not suspended or stopped solely on the basis of an anonymous report. The anonymous report, however, may be a “trigger” for the instigation of a review of a customer’s entitlement. A Social Welfare Inspector may then deem it appropriate to carry out a full review of the circumstances and means of the customer in order to determine on-going entitlement to the relevant payment. The Inspector will then submit their report to the Department’s Deciding Officer for decision regarding on-going entitlement to the social welfare payment.

Anonymous reports are not available to the Deciding Officers when making their decisions on cases. The Deciding Officer’s decision will be based on the full facts and circumstances of the case, including the report of the review by the Inspector.

It should be borne in mind that there is often a perception of fraud however when a case is examined the individual may be doing something that is allowed under the rules for the particular payment that they are in receipt of e.g. working and receiving a OFP payment provided earnings are within the limits and the Department is aware of the situation is legitimate.

Note: Reports are also made directly to scheme sections and in public offices which are not included here.

  • In 15,162 cases a report of suspected fraud was sent to the relevant area for examination (some clients were in receipt of more than one payment please see scheme breakdown below.)
  • In 5,629 of the cases dealt with in 2016,  whilst 4,047 were traced to individuals it was not possible to issue a report due to lack of information, no claim being in payment or the information reported would not impact on entitlement.
